EU Pushes Use of Green Steel in Automobiles Despite Limited Supply

 The European Union is advancing plans to promote the use of low-carbon “green steel” in the automotive sector, as part of a broader effort to reduce emissions across industrial value chains.

The initiative, led by the European Commission, aims to incorporate emissions from raw materials such as steel into vehicle climate targets, moving beyond traditional tailpipe standards. By encouraging or potentially mandating the use of greener materials, policymakers seek to address the full lifecycle emissions of car production.

However, the policy push is facing a major constraint: limited availability of green steel. Current production volumes remain small, as most steelmakers are still in early stages of transitioning to low-carbon technologies such as hydrogen-based direct reduction. Industry estimates suggest that supply will not scale meaningfully until later in the decade.

Automakers have raised concerns about the feasibility of the proposal, noting that sourcing sufficient quantities of green steel could increase manufacturing costs and complicate supply chains. They also warn that without adequate supply, compliance with stricter rules may prove difficult in the near term.

At the same time, steel producers are accelerating investment in cleaner production methods, supported by government funding and climate targets. The EU views this transition as essential to achieving its long-term decarbonization goals and strengthening the competitiveness of its industrial base.

The development highlights a growing challenge in the energy transition: aligning policy ambition with industrial capacity. While demand for low-carbon materials is rising rapidly, supply constraints may shape the pace at which sectors such as automotive can fully decarbonize.
